Q: 这真的不是亲华媒体发布的吗？

A: 此报告是“全球最大和最全面的民主调查”的结论，委托机构是民主联盟基金会，这名字一听就不是 Pro-China NGO，其创始人和指数的共同作者甚至是前北约秘书长。

2021年3月22日，中国宣布制裁该基金会。

因此，近年来，西方的某些报告真的越来越让我感到意外，即，他们似乎“不会”以前那些手段了。或者说，那些手段不好用了。

虽然这份报告仍然是在其传统框架下运行的，但是似乎真的进行了。这是反思吗？

这三个指标分别是全球公民教育认知、投票影响认知和政治多元认知。

第一个指标即公民是否觉得自己有机会了解政治体系，和教育是否促进了民主参与意识；第二个指标是公民是否相信选举能真正带来实际政治变化，即“投票有用”的信念；第三个指标衡量的是公民是否感受到不同政治观点可以在本国自由表达、竞争与共存。

有一个有趣的地方需要指出：中国台湾在第一个指标得分较低，但在第二个指标得分极高……因此，台湾的“民主”不是公民教育的成果，而是政党宣传机器制造出来的幻觉秩序。至于大陆嘛，第一个指标得分较高，第二个指标得分较低……部分原因是制度本身的非选票性。
