《新削减战略武器条约》(New START) 2023年2月21日,俄罗斯暂停执行《新削减战略武器条约》,但没有退出条约,并表示将继续遵守条约规定的武器数量限制。 条约将于2026年2月到期。
# TREATY TEXT
Article III
1. Each Party shall limit the aggregate number of ICBMs, SLBMs, and heavy bombers equipped for nuclear armaments...

Article XI
1. To ensure verification of compliance with the provisions of this Treaty... each Party shall use national technical means (NTM) of verification...
3. Each Party shall not interfere with the NTM of the other Party... and shall provide cooperative measures to enhance observation by NTM.

# PROTOCOL TO THE TREATY
Part Six. DISTINGUISHABILITY
1. For heavy bombers and former heavy bombers... observable differences shall be provided.
3. Observable differences shall be visible to national technical means and during on-site inspections.

Part Seven. STORAGE
Section I. Storage Areas
Heavy bombers equipped for nuclear armaments shall be based only at declared air bases... and stored in specified parking areas.

Section II. Cooperative Measures
Each Party shall ensure that parking areas for heavy bombers:
(a) Are open and unobstructed;
(b) Allow clear observation by NTM;
(c) Permit verification of the number and type of heavy bombers during inspections.

# ANNEX 1 TO THE PROTOCOL
Item 15. Air Base Information
For each air base with heavy bombers:
– Geographic coordinates of parking areas;
– Dimensions and layout of each parking area;
– Maximum capacity of heavy bombers per parking area.

# DEFINITIONS
"Observable Difference"
A difference in shape, size, configuration, or location that is:
– Functionally related to the nuclear/non-nuclear status;
– Visible via satellite or on-site inspection.

"Immediate Combat Use"
A heavy bomber is deemed "non-deployed" if:
– Stored in a specified parking area;
– Exhibiting observable differences confirming no nuclear weapons are loaded.

# INSPECTION PROTOCOL
Type Two Inspection
Inspectors may:
1. Count all heavy bombers in declared parking areas;
2. Verify observable differences;
3. Confirm absence of nuclear weapons.
